Entertainment District Sidewalk Phase 3 - Arlington Independent School District - Settlement; Project No. PWST24016

A resolution authorizing the settlement of negotiations for a street right-of-way easement of 2,700 square feet across a tract of land situated in Block 13, Field Acres, an addition to the City of Arlington, according to the plat recorded in Volume 643, Page 101 of the Plat Records of Tarrant County, Texas, otherwise known as 1221 East Division Street, Arlington, Texas, for the public use of street improvements, and all necessary appurtenances for the Entertainment District Sidewalk Phase 3 project.

8.1.

Annual Requirements Contracts for HVAC and Boiler Maintenance, Repair, and Replacement Services, Project 26-0181 

Authorize the City Manager or his designee to execute annual requirements contracts for HVAC and boiler maintenance, repair, and replacement services with:

 

• Southland Industries, of Garden Grove, California in an amount not to exceed $200,000; and
• Carrier Enterprise, LLC, of East Syracuse, New York, in an amount not to exceed $100,000;

 

through the Texas Local Government Purchasing Cooperative for a total amount not to exceed $300,000, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in Asset Management Account No. CC370105-SC0583 and are subject to FY2027 budget approval.

8.2.

Annual Requirements Contract for Local Analog Telephone Services, Project 26-0179 

Authorize the City Manager or his designee to execute an annual requirements contract for local analog telephone services with AT&T DW Holdings, Inc., dba AT&T Enterprises, LLC, of Dallas, Texas, with the Department of Information Resources, through the State of Texas Cooperative Purchasing Program in an amount not to exceed $264,000, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Information Technology Account No. CC930601-SC0577 [$200,000], and Information Technology Account No. SC930701-SC0557 [$48,000] and various departmental accounts [$16,000] and are subject to FY 2027 budget approval.

8.3.

Annual Requirements Contracts for Local Digital and Long-Distance Telephone and Internet Services, Project 26-0180 

Authorize the City Manager or his designee to approve annual requirements contracts for local digital and long-distance telephone and internet services with various vendors, through the State of Texas Department of Information Resources, which is part of the State of Texas Cooperative Purchasing Program, in an amount not to exceed $280,400, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in various departmental accounts and are subject to FY2027 budget approval.

8.4.

Sole Source Annual Contract for AMANDA Subscription Maintenance and Support Services, Project 26-0178

Authorize the City Manager or his designee to execute a sole source annual contract for AMANDA subscription maintenance and support services with Granicus, LLC, of Washington, DC, in an amount not to exceed $179,154, and execute any and all documents necessary to carry out such contract. Funds are available in Information Technology Account No. CC930401-SC0624. 

8.5.

Renewal of Annual Contracts for Grounds Maintenance of Medians and Rights-of-Way, Project 25-0146

Authorize the City Manager or his designee to exercise the first of two, one-year renewal options for the annual contracts for grounds maintenance of medians and rights-of-way with the following vendors:

 

• Whitmore and Sons, Inc., of Euless, Texas, in an amount not to exceed $756,713, for Districts 1 and 4;
• Nomadic Capital, LLC, dba Black Hill Landscaping of Fort Worth, Texas, in an amount not to exceed $899,881, for Districts 2 and 3;

 

for a total contract amount not to exceed $1,656,594, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in the Clean Team Account No. CC410701-SC0625 and are subject to FY2027 budget approval.

8.6.

Renewal of Annual Requirements Contract for Grounds Maintenance Along the I-30 Corridor, Project 24-0187 

Authorize the City Manager or his designee to exercise the second and final, one-year renewal option for the annual requirements contract for grounds maintenance along the I-30 corridor with Whitmore & Sons, Inc., of Bedford, Texas, in an amount not to exceed $270,620, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Asset Management - Parks & Rec Account No. CC502704-SC0625 and are subject to FY 2027 budget approval.

8.7.

Purchase of Resale Items from a Variety of Vendors for the Parks, Recreation, and Culture Department, Project 26-0162 

Authorize the City Manager or his designee to purchase resale items from a variety of vendors for the Parks, Recreation, and Culture Department in an amount not to exceed $1,951,000, and execute any and all documents necessary to carry out such purchase. Funds are budgeted in various Parks, Recreation, and Culture accounts and are subject to FY 2027 budget approval.

8.8.

Texas Health Arlington Memorial Hospital Sponsorship Agreement

Authorize the City Manager or his designee to execute a Parks, Recreation and Culture Department Sponsorship Agreement with Texas Health Arlington Memorial Hospital relative to advertising at facilities, special events, and multiple City communication platforms, and authorize the execution of documents relative to the sponsorship agreement.

8.9.

Five-Year Professional Services Contract for Forensic Lab Testing for the Arlington Police Department, Project 26-0154 

Authorize the City Manager or his designee to approve the five-year professional services contract for forensic lab testing for the Arlington Police Department with Armstrong Forensic Laboratory, Inc., of Arlington, Texas, in an amount not to exceed $3,639,667, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Technical Services Account No. CC811401-SC0533 and are subject to FY2027, FY2028, FY2029, FY2030, and FY2031 budget approval.

8.10.

Two-Year Requirements Contract for Rental Vehicles for the Arlington Police Department Covert Operations, Project 26-0028

Authorize the City Manager or his designee to approve the two-year requirements contract for rental vehicles for the Arlington Police Department covert operations with Acme Auto Leasing, LLC, of North Haven, Connecticut, through the Interlocal Purchasing System TIPS/TAPS in an amount not to exceed $322,200, and execute any and all documents necessary to carry out such contract. Funds are budgeted in the Police Covert Investigations Account No. CC810803-SC0531 and are subject to FY2027 and FY2028 budget approval.

Construction Contract for the Brown Boulevard Sidewalk Improvements (N. Collins Street to Hidden Ridge Drive), Project No. PWSW23001

Authorize the City Manager or his designee to execute a construction contract for the Brown Boulevard Sidewalk Improvements (N. Collins Street to Hidden Ridge Drive) with Peachtree Construction Ltd, of Keller, Texas, in an amount not to exceed $1,804,100. Funding is available in the Street Bond Fund Account No. CC 358504-PWSW23001-SC0685 [$816,730] and Street Maintenance Sales Tax Account No. CC728501-PWSW23001-SC0614 [$987,370].

8.12.

Construction Contract for Woodland West Aquatic Center, Project 26-0071 and PJPKPL24005

Authorize the City Manager or his designee to execute a construction contract for the Woodland West Aquatic Center with Morales Construction Services, Inc., of Mansfield, Texas, in an amount not to exceed $7,135,000, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Park Bond Capital Projects Account No. CC508503-PJPKPL24005-SC0688.

2026 Concrete Panel & Sidewalk Replacement Program, Project No. PWSM26002 

Authorize the City Manager or his designee to execute a one-year annual requirements contract for the 2026 Concrete Panel & Sidewalk Replacement Program with Ken-Do Contracting, LP, of Waxahachie, Texas, in the amount not to exceed  $5,455,625. Funding is available in the following accounts:  Street Maintenance Sales Tax Account No.CC728501-PWSM26002-SC0614 [$4,733,795], Street Maintenance Gen Fund Account No.CC728502-PWSM26002-SC0614 [$604,060], Street Bond Fund Account No. CC358504-PWSM26002-SC0685 [$117,770].

Zoning Case PD25-23 (2301 North Collins Street) 

Final reading of an ordinance changing the zoning classification on certain property known as 2301 North Collins Street to Planned Development (PD) for Community Commercial (CC) uses plus a Billiard Parlor and a Package Liquor Store uses, with a Development Plan; amending the Zoning District Map accordingly.

Zoning Case ZA26-01 (300 West Park Row Drive) 

Final reading of an ordinance changing the zoning classification on certain property known as 300 West Park Row Drive to Residential Medium Density (RM-12); amending the Zoning District Map accordingly.

8.16.

Appointment of Municipal Court Part-Time Associate Judges 

Final reading of an ordinance appointing part-time Associate Municipal Judges for the Municipal Court of Record for the City of Arlington, Texas.

8.17.

Change Order No. 2 to the Construction Manager-at-Risk Contract for the ACTIV, Project No. CMPL17001

A resolution authorizing the City Manager or his designee to execute Change Order No. 2 to the construction manager-at-risk contract with Manhattan Construction Company, of Dallas, Texas, in an amount not exceed $421,917.30, relative to additional drainage improvements and modifications to the pool deck slopes in the natatorium at the ACTIV.

2026 State Homeland Security Grants

A resolution authorizing the application for and acceptance of State Homeland Security Grant Program funds, if awarded, from the United States Department of Homeland Security passed through by the State of Texas Office of the Governor, Public Safety Office, in an amount not to exceed $165,000 and authorizing the execution of documents relative to the application for and acceptance of such grant.

Resolution Approving Joint Election Agreement, Designating Polling Places, and Appointing Election Judges

A resolution authorizing the execution of a Joint Election Agreement for election services with the Tarrant County Elections Administrator relative to furnishing voting supplies, equipment, and personnel for the general and special elections on May 2, 2026, and the runoff election, if required, on June 13, 2026, in the City of Arlington, Texas; designating Early Voting and Election Day polling places for the general and special elections; and appointing the presiding judge and alternate judge for polling places for the general and special elections.

Interlocal Agreement with City of Fort Worth for Detention Services at the City of Arlington Detention Facility

A resolution authorizing the execution of an Interlocal Agreement with the City of Fort Worth for detention services at the City of Arlington Detention Facility.

8.21.

Amended and Restated Interlocal Agreement with North Central Texas Council of Governments (NCTCOG) for Reimbursement for improvements to the Texas Rangers Parking Lot H and the Expo Center Parking Lot 

A resolution authorizing the execution of a First Amended and Restated Interlocal Cooperation Agreement with the North Central Texas Council of Governments (NCTCOG) relative to reimbursement for improvements to the Texas Rangers Parking Lot H located on the northwest corner of the Nolan Ryan Expressway/Pennant Drive at E. Road to Six Flags Street intersection and the City of Arlington Expo Center Parking Lot.

Community Development Block Grant (CDBG) Annual Action Plan Substantial Amendment Reprogramming and Amendment to Resolution No. 24-124 to Provide Funding for Tenant Relocation Assistance for 1220 West Division Street Project

a. A resolution authorizing a substantial amendment to the PY2024 Action Plan and authorizing the execution and submission of the required documentation for the amended PY2024 Action Plan to the U. S. Department of Housing and Urban Development; and

 

b. A resolution amending Resolution No. 24-125 authorizing the execution of Subrecipient contracts with various local human service organizations relative to the disbursement of Community Development Block Grant funds and Community Development Block Grant Cares Act funds.

CONSIDERATION OF ORDINANCES FIRST READING

11.1.

Amendments to the Health and Sanitation Chapter related to Regulation of Smoking

First reading of an ordinance amending the “Health and Sanitation” Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article X, Regulation of Smoking, Section 10.01, Definitions, relative to the amendment of the definitions of “Bingo parlor”, “Health care facility”, “Smoke” and “Smoking”, the addition of the definitions of “Electronic smoking device” and “Hookah”, and the deletion of the definition of “Nursing Home”; Section 10.02, Smoking Prohibited – Public Places, Subsection (B)(1), Subsection (D)(1)(a), Subsections (E)(1)(a) and (b), Subsections (E)(2)(a)(1) and (2), and Subsection (F); the amendment of the title of Section 10.03, Posting of Signs, Placing of Receptacles and Public Address System Announcement Required, and Subsections 10.03(C) and (D); relative to including electronic smoking devices in certain definitions, removing and updating outdated terms and raising age minimums from 18 to 21 for signage to align with federal and state law, and clarifying responsible party terminology and requirements of the Smoking Ordinance relative to individuals in control of places and establishments open to the public.

Unified Development Code (UDC) Text Amendment: Adoption of Form-Based Code Provisions

Following the public hearing, consider approval of a Unified Development Code text amendment to adopt Article 13 Form-Based Zoning.

An ordinance amending the "Unified Development Code" Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Articles 1, 2, 3, 5, 7, 10, and 12, and the addition of Article 13, all related to the adoption of form based code provisions.

12.2.

Zoning Map Amendment to Establish Downtown Form-Based Zoning District (DT-FBZD26-01)

Following the public hearing, consider approval of a zoning map amendment to establish the Downtown Form-Based Zoning District (DT-FBZD).

Following the public hearing, consider Zoning Case ZA25-6 to change the zoning from Residential Single-Family (RS-7.2) to Neighborhood Commercial (NC).

Following the public hearing, consider Zoning Case PD20-22R1 to amend the uses in an existing Planned Development zoned Planned Development-Entertainment District Overlay for Residential Medium-Density 12 (PD-EDO-RM-12) with an existing Development Plan.

 

ORDINANCE FIRST READING

An ordinance amending Ordinance No. 21-003, which approved Zoning Case PD20-22 and changed the zoning classification on property known as 109 West Rogers Street to Planned Development (PD) for Entertainment District Overlay - Residential Medium-Density (EDO-RM-12) uses, with a Development Plan; amending the Zoning District Map accordingly.

Zoning Case ZA26-2 (2401 West Green Oaks Boulevard)

Following the public hearing, consider Zoning Case ZA26-2 to change the zoning from Planned Development - Veterinary Clinic (PD) to Neighborhood Commercial (NC).

Following the public hearing, consider Specific Use Permit SUP08-2R1, an amendment to establish a drilling zone and reduce the current SUP Site area on the existing gas well site located at 8380 Glenn Day Drive.

An ordinance designating a drilling zone on certain property known as 8380 Glenn Day Drive by adopting an amended Specific Use Permit for gas drilling (SUP08-2R1); amending the Zoning District Map; accordingly.

A resolution authorizing the City Manager or his designee to execute an all cash contract of sale with the Arlington Economic Development Corporation for the sale of fee simple property rights of approximately 20.383 acres of land situated in the G.T. Coonrod Survey, Abstract Number 292 and the G.W. Ragan Survey, Abstract Number 1288, City of Arlington, Tarrant County, Texas, otherwise known as 700 West Lamar Boulevard, 715 Ryan Plaza Drive, 701 Ryan Plaza Drive and 1610 North Collins Street, Arlington, Texas for future redevelopment.
