A resolution authorizing the settlement of negotiations for a street right-of-way easement of 2,700 square feet across a tract of land situated in Block 13, Field Acres, an addition to the City of Arlington, according to the plat recorded in Volume 643, Page 101 of the Plat Records of Tarrant County, Texas, otherwise known as 1221 East Division Street, Arlington, Texas, for the public use of street improvements, and all necessary appurtenances for the Entertainment District Sidewalk Phase 3 project.

through the Texas Local Government Purchasing Cooperative for a total amount not to exceed $300,000, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in Asset Management Account No. CC370105-SC0583 and are subject to FY2027 budget approval.
Annual Requirements Contract for Local Analog Telephone Services, Project 26-0179
Authorize the City Manager or his designee to execute an annual requirements contract for local analog telephone services with AT&T DW Holdings, Inc., dba AT&T Enterprises, LLC, of Dallas, Texas, with the Department of Information Resources, through the State of Texas Cooperative Purchasing Program in an amount not to exceed $264,000, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Information Technology Account No. CC930601-SC0577 [$200,000], and Information Technology Account No. SC930701-SC0557 [$48,000] and various departmental accounts [$16,000] and are subject to FY 2027 budget approval.
Annual Requirements Contracts for Local Digital and Long-Distance Telephone and Internet Services, Project 26-0180
Authorize the City Manager or his designee to approve annual requirements contracts for local digital and long-distance telephone and internet services with various vendors, through the State of Texas Department of Information Resources, which is part of the State of Texas Cooperative Purchasing Program, in an amount not to exceed $280,400, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in various departmental accounts and are subject to FY2027 budget approval.
Sole Source Annual Contract for AMANDA Subscription Maintenance and Support Services, Project 26-0178
Authorize the City Manager or his designee to execute a sole source annual contract for AMANDA subscription maintenance and support services with Granicus, LLC, of Washington, DC, in an amount not to exceed $179,154, and execute any and all documents necessary to carry out such contract. Funds are available in Information Technology Account No. CC930401-SC0624.
Renewal of Annual Contracts for Grounds Maintenance of Medians and Rights-of-Way, Project 25-0146
Authorize the City Manager or his designee to exercise the first of two, one-year renewal options for the annual contracts for grounds maintenance of medians and rights-of-way with the following vendors:
for a total contract amount not to exceed $1,656,594, and execute any and all documents necessary to carry out such contracts. Funds are budgeted in the Clean Team Account No. CC410701-SC0625 and are subject to FY2027 budget approval.
Renewal of Annual Requirements Contract for Grounds Maintenance Along the I-30 Corridor, Project 24-0187
Authorize the City Manager or his designee to exercise the second and final, one-year renewal option for the annual requirements contract for grounds maintenance along the I-30 corridor with Whitmore & Sons, Inc., of Bedford, Texas, in an amount not to exceed $270,620, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Asset Management - Parks & Rec Account No. CC502704-SC0625 and are subject to FY 2027 budget approval.
Purchase of Resale Items from a Variety of Vendors for the Parks, Recreation, and Culture Department, Project 26-0162
Authorize the City Manager or his designee to purchase resale items from a variety of vendors for the Parks, Recreation, and Culture Department in an amount not to exceed $1,951,000, and execute any and all documents necessary to carry out such purchase. Funds are budgeted in various Parks, Recreation, and Culture accounts and are subject to FY 2027 budget approval.
Texas Health Arlington Memorial Hospital Sponsorship Agreement
Authorize the City Manager or his designee to execute a Parks, Recreation and Culture Department Sponsorship Agreement with Texas Health Arlington Memorial Hospital relative to advertising at facilities, special events, and multiple City communication platforms, and authorize the execution of documents relative to the sponsorship agreement.
Five-Year Professional Services Contract for Forensic Lab Testing for the Arlington Police Department, Project 26-0154
Authorize the City Manager or his designee to approve the five-year professional services contract for forensic lab testing for the Arlington Police Department with Armstrong Forensic Laboratory, Inc., of Arlington, Texas, in an amount not to exceed $3,639,667, and execute any and all documents necessary to carry out such contract. Funds are budgeted in Technical Services Account No. CC811401-SC0533 and are subject to FY2027, FY2028, FY2029, FY2030, and FY2031 budget approval.
Two-Year Requirements Contract for Rental Vehicles for the Arlington Police Department Covert Operations, Project 26-0028
Authorize the City Manager or his designee to approve the two-year requirements contract for rental vehicles for the Arlington Police Department covert operations with Acme Auto Leasing, LLC, of North Haven, Connecticut, through the Interlocal Purchasing System TIPS/TAPS in an amount not to exceed $322,200, and execute any and all documents necessary to carry out such contract. Funds are budgeted in the Police Covert Investigations Account No. CC810803-SC0531 and are subject to FY2027 and FY2028 budget approval.

Authorize the City Manager or his designee to execute a construction contract for the Brown Boulevard Sidewalk Improvements (N. Authorize the City Manager or his designee to execute a one-year annual requirements contract for the 2026 Concrete Panel & Sidewalk Replacement Program with Ken-Do Contracting, LP, of Waxahachie, Texas, in the amount not to exceed $5,455,625. 2026 State Homeland Security Grants
A resolution authorizing the application for and acceptance of State Homeland Security Grant Program funds, if awarded, from the United States Department of Homeland Security passed through by the State of Texas Office of the Governor, Public Safety Office, in an amount not to exceed $165,000 and authorizing the execution of documents relative to the application for and acceptance of such grant.
Resolution Approving Joint Election Agreement, Designating Polling Places, and Appointing Election Judges
A resolution authorizing the execution of a Joint Election Agreement for election services with the Tarrant County Elections Administrator relative to furnishing voting supplies, equipment, and personnel for the general and special elections on May 2, 2026, and the runoff election, if required, on June 13, 2026, in the City of Arlington, Texas; designating Early Voting and Election Day polling places for the general and special elections; and appointing the presiding judge and alternate judge for polling places for the general and special elections.

Amendments to the Health and Sanitation Chapter related to Regulation of Smoking
First reading of an ordinance amending the “Health and Sanitation” Chapter of the Code of the City of Arlington, Texas, 1987, through the amendment of Article X, Regulation of Smoking, Section 10.01, Definitions, relative to the amendment of the definitions of “Bingo parlor”, “Health care facility”, “Smoke” and “Smoking”, the addition of the definitions of “Electronic smoking device” and “Hookah”, and the deletion of the definition of “Nursing Home”; Section 10.02, Smoking Prohibited – Public Places, Subsection (B)(1), Subsection (D)(1)(a), Subsections (E)(1)(a) and (b), Subsections (E)(2)(a)(1) and (2), and Subsection (F); the amendment of the title of Section 10.03, Posting of Signs, Placing of Receptacles and Public Address System Announcement Required, and Subsections 10.03(C) and (D); relative to including electronic smoking devices in certain definitions, removing and updating outdated terms and raising age minimums from 18 to 21 for signage to align with federal and state law, and clarifying responsible party terminology and requirements of the Smoking Ordinance relative to individuals in control of places and establishments open to the public.
